"The Real Politics of the Horn of Africa delves into the business of politics in the turbulent, war-torn countries of north-east Africa. It is a contemporary history of how politicians, generals and insurgents bargain over money and power, and use of war to achieve their goals. Drawing on a thirty-year career in Sudan, Ethiopia, Eritrea and Somalia, including experience as a participant in high-level peace talks, Alex de Waal provides a unique and compelling account of how these countries leaders run their governments, conduct their business, fight their wars and, occasionally, make peace. De Waal shows how leaders operate on a business model, securing funds for their political budgets which they use to rent the provisional allegiances of army officers, militia commanders, tribal chiefs and party officials at the going rate. This political marketplace is eroding the institutions of government and reversing statebuilding--and it is fuelled in large part by oil exports, aid funds and western military assistance for counter-terrorism and peacekeeping. The Real Politics of the Horn of Africa is a sharp and disturbing book with profound implications for international relations, development and peacemaking in the Horn of Africa and beyond."--Back cover.

Examining the famine in Darfur, Sudan in 1984-5, and aid agencies' response to it, Alex de Waal claims that humanitarian aid can be made more effective by looking at the underlying causes of and local response to disaster rather than relying simply on providing massive amounts of food aid, which is often distributed ineffectively.

"Famine is an age-old scourge that almost disappeared in our lifetime. Between 2000 and 2011 there were no famines and deaths in humanitarian emergencies were much reduced. The humanitarian agenda was ascendant. Then, in 2017, the United Nations identified four situations that threatened famine or breached that threshold-in north-eastern Nigeria, Somalia, South Sudan and Yemen. Today, this list is longer. Each of these famines is the result of military actions and exclusionary, authoritarian politics conducted without regard to the wellbeing or even the survival of people. Violations of international law including blockading ports, attacks on health facilities, violence against humanitarian workers, and obstruction of relief aid are carried out with renewed impunity. Yet there is an array of legal options ranging from war crimes, to crimes against humanity, to genocide, available to a prosecutor to hold individuals to account for the deliberate starvation of civilians. However, there has been a dearth of investigations and accountability for those violating international law. The reasons for this neglect, and the gaps between the black-letter law and practice are explored in this timely volume. It provides a comprehensive overview of the key themes and cases required to catalyze a new approach to understanding the law as it relates to starvation. It also illustrates the complications of historical and on-going situations where starvation is used as a weapon of war, and provides expert analysis on defining starvation, early warning systems, gender and mass starvation, the use of sanctions, reporting on and memory of famine"--
